About us

The Fundraising Regulator is an independent, non-statutory body that regulates fundraising across the charitable sector in England, Wales and Northern Ireland. We set and maintain standards that apply to all fundraising organisations across the UK, to protect the public and support the vital work of fundraisers. 

We work in partnership with other regulators and the representative bodies in the charitable and fundraising sectors to build public confidence in fundraising and ensure fundraising best practice.

We have a staff team of approximately 35 people, including staff based in Wales and Northern Ireland.

Finances

The Fundraising Regulator derives most of its funding (around 84%) from an annual voluntary levy on the major fundraising charities. Its total income in 2024 was £2.861 m. The remainder of its income comes from registration fees for smaller fundraising charities and from commercial organisations engaged in fundraising activities (like the major fundraising platforms).

We retain a reserve to cover about six months of operating costs and these funds are invested so we derive a small amount of interest income every year from this.

Every year we publish a Business Plan setting out our activities and funding plans for the year ahead. This plan aligns with the current Strategic Plan we published in 2022.

In 2024 we operated with a planned deficit budget of £0.357m and another deficit budget is planned for 2025. As a result of fee increases in 2024 and 2025 we plan to break even or make a surplus from 2026 onwards.
