Role purpose

The Director of Operations - Justice Services role is a key member of the Senior Leadership Team, reporting to the Chief Operating Officer (COO). As an experienced and efficient leader, you will maintain responsibility for a diverse range of business operations.   

  1. To lead and develop Career Connect services in order to maximise income and effectively deliver agreed contracts.   

  2. To work in partnership, developing key strategic relationships as determined by business needs, to achieve overall performance and income targets.   

  3. To ensure quality processes are developed and embedded within agreed contracts to drive business improvement and ensure the highest quality provision is delivered.   

  4. To lead on contract performance, developing and overseeing a suitable performance management framework for each contract area.  

  5. To oversee tight commercial control of budgets and people resources.   


Principle duties and responsibilities

  • To develop, monitor, and manage operational delivery plans, ensuring they are compliant with allocated contracts. 

  • Ensure achievement of the contracted targets and KPIs on each contract. This includes leading the development, implementation and operation of performance management and quality assurance frameworks for the full suite of contracts; monitoring and reporting on performance, identifying and managing any risks. 

  • Support business development; using strong local networks and knowledge of provision, help identify and secure new business, contributing to the bid writing process and leading on the roll out of new initiatives.  

  • Lead on any internal and external audits linked to operational delivery, as well as ensuring compliance with commissioner inspections and contract management.   

  • Lead on developing new ways of innovative delivery and share this with managers and practitioners to improve outcomes for participants.  

  • Initiate and develop purposeful relationships with commissioners and key stakeholders across a designated contract area, including representing Career Connect on external forums. 

  • Manage designated budgets, ensuring effective cost control, identifying financial and operational efficiencies and prioritising business improvement. 

  • Line Management of key staff, including Senior Operations Managers, Team Managers and Team Leaders where appropriate.  Deal with any under-performance and coach managers to improve their own efficiency. 

  • To use MI analysis and customer feedback to ensure that provision is meeting the service requirements, the needs of participants, in particular locally defined priority groups. 

  • Take an active role in the Career Connect Senior Leadership Team, providing contribution to strategic developments and working collaboratively across the charity.   

  • Prepare reports for Trustees and attend meetings as required.  

  • Lead and oversee a critical Charity-wide function to ensure effective governance.

  • Take responsibility for own continuous professional development, by identifying and undertaking learning and development opportunities and alerting line manager where support is needed.   

  • Implement and follow Career Connect policies and procedures to promote business continuity in emergency situations.  

  • Act in a risk aware rather than risk adverse way.  Every member of staff, from the directors through line managers to the individual employee must be aware of the nature of risk, and the agreed system of control.

Person specification

Essential Skills, Experience, Knowledge and Qualifications

The Director of Operations - Justice Services must be an experienced senior manager who can demonstrate a successful track record of leadership in the delivery of services, including operational and financial management, within the criminal justice or similar sector.

  • A minimum of 5 years’ experience of leading and developing operational plans regarding the provision of services for young people and/or adults.  

  • Experience in defining business plan objectives and managing the delivery of specified outcomes and targets. 

  • Experience of building professional networks that include positive relationships with leaders including commissioners, partners and other appropriate stakeholders. 

  • Knowledge of the range of Government Initiatives impacting upon the work of the Career Connect, particularly in relation to justice services. 

  • Knowledge of the criminal justice sector and issues relating to individuals within the criminal justice system.  

  • A minimum of 5 years budget and resource management experience: overseeing budgets in excess of £1m.   

  • Evidence of excellent operational management capabilities, ability to demonstrate experience of leading a team of high performing professionals to achieve customer outcomes and business success. 

  • A minimum of 5 years’ experience in line managing senior staff. 

  • Experience of contributing to business development, shaping and writing bids.  

  • A strong track record in identifying opportunities to promote the professional reputation of the charity and raise the profile of services offered.  

  • A relevant professional qualification at Level 4 or equivalent and a relevant management qualification.
