Chief Medical Officer
Salary: £145,000 - £150,000
Location: UK / Hybrid
Reporting to: Chief Executive Officer
Direct Reports: Deputy Chief Medical Officer, Regional Clinical Leads, Medical Workforce
Purpose: BPAS’ vision is for a society in which women are trusted to make their own reproductive choices with access to the information and services needed to exercise those choices. The Chief Medical Officer (CMO) is a C-Suite member and is responsible for providing strategic clinical direction and visible leadership across the medical workforce. The CMO shares corporate responsibility with executive colleagues for the successful delivery of BPAS’s mission, vision, strategic priorities, and corporate objectives.
Key responsibilities
Strategic Accountability & Executive Leadership
Be an integral part of the Executive Leadership sharing corporate responsibility with executive colleagues for the development of the BPAS strategy, financial and cost improvement plan.
Lead and articulate the vision for the medical workforce, ensuring it is aligned with BPAS’s values, strategy, and long-term workforce sustainability.
Work in partnership with the Chief Clinical Officer (CCO) and Deputy Chief of Nursing, Midwifery & Quality to colead the development of BPAS’s clinical strategy.
Provide the board with advice and expertise on policy and practice relating to clinical standards, quality and patient safety across all care pathways.
Take board responsibility for all emergency planning and business continuity, ensuring up to date and effective plans are in place to comply with national, regional and local guidance.
Champion evidence-based, person-centred abortion and reproductive care, rooted in ethical practice and client dignity.
Provide the executive lead for all professional and accountability issues for medical staff, including the role of Responsible Officer for revalidation.
Provide a professional reference for BPAS in liaison with external stakeholders and professional bodies, such as British Medical Association, Royal College of Obstetrician and Gynaecologists, Faculty of Sexual & Reproduction Health.
Engage with key stakeholders such as ICBs, acute Trusts and other provider organisations and other external agencies to ensure an integrated health and care approach.
Act as a medical spokesperson and advocate for reproductive healthcare, supporting public health and research initiatives related to abortion and contraception.
Build productive relationships with regulators, professional societies, academic partners, and sector peers.
Clinical & Operational Leadership
Provide visible leadership, development and professional accountability for doctors and medical leaders within BPAS.
Lead the improvement of medical outcomes, patient safety, clinical standards, patient experience and medical productivity, ensuring inclusive compassionate care is provided to our patients.
Ensure there is medical management capacity and capability to deliver excellent patient choice and care.
Provide visible and accessible leadership to support the delivery of services.
Embed robust systems and processes for learning, continuous improvement and innovation across BPAS services.
Give assurance that clinical risk, incident reporting, investigations, and professional performance policies and processes are in place and effective.
Provide positive leadership and develop and implement long term strategic workforce plans.
Ensure the triumvirate model of working is embedded throughout the organisation.
Be responsible for ensuring the delivery and leadership of services to patients, in accordance with agreed objectives, targets, quality standards, controls and resource constraints.
Anticipate and manage opportunities and problems through the effective use of operational performance management systems; leading recovery plans and trajectories where performance requires intervention and support.
Foster a collaborative, inclusive team culture across the medical workforce, encouraging innovation, shared learning and mutual support. Actively develop and mentor medical colleagues to enable career progression and succession into future leadership roles.
Performance Management & Professional Standards & Responsible Officer Duties
Lead the medical team and cross organisational projects, contributing to the development of a high support high challenge culture across the organisation.
Develop and implement workforce plans, succession planning, and performance frameworks in collaboration with the Chief People Officer.
Ensure that there is strong culture and supporting systems in place that enables clinicians to discharge their professional obligations to raise concerns openly and safely.
Working with the Chief People Officer embed a process for setting clear objectives, monthly one to ones and appraisals across the directorate.
Ensure the continuous professional development and training for, is in place for all staff, supporting them to achieve revalidation and ensuring sustainable and resilient service delivery.
Resolve issues of professional conduct, capability and performance in line with organisational policy and statutory requirements.
Discharge statutory duties under the Medical Profession (Responsible Officers) Regulations.
Oversee effective appraisal and job planning of connected doctors, ensuring information is shared appropriately with other Responsible Officers.
Address concerns raised about doctors’ fitness to practise and ensure timely referrals to GMC or other regulators where necessary.
Governance & Quality
Jointly lead clinical governance with the CCO and Deputy Chief of Nursing, Midwifery & Quality, ensuring robust systems are in place to safeguard clinical standards.
Support the development and delivery of annual clinical governance objectives and maintain compliance with CQC and external standards.
Encourage, support, and develop evidence-based practice, promoting and developing innovative and creative approaches to quality and performance, establishing appropriate targets and scope for continuous improvement.
Lead on ensuring effective systems and processes are established and maintained, thereby enabling the clinical governance and risk management agenda to be delivered.
Oversee medicines management strategy in collaboration with the Deputy Chief Pharmacist and Lead Pharmacist.
Personally, promote a culture of openness and transparency in line with the duty of candour and ensure incidents of poor care and harm are reported and investigated openly and widely and that clear changes and improvements to practice are implemented within the agreed governance framework.
Financial Management
Lead on cost improvement initiatives relating to the delivery of medical services and workforce.
Undertake the development of business cases, including the assessment of implications and ensuring that a postimplementation review of approved business cases is undertaken.
Undertake and fulfil budgetary responsibilities associated with directorate.
Support delegated budget holders and ensure that they successfully fulfil their financial responsibilities and meet the financial competencies required in their role.
Operate within the agreed income and expenditure budget, working to ensure financial performance is optimised.
Provide adherence to BPAS Delegated Authorities and work with relevant colleagues to ensure that controls and processes are in place to achieve financial balance.
General

Education / Qualifications / Training / Experience
Full GMC registration and evidence of revalidation.
Completion of Responsible Officer training (or willingness to complete on appointment).
Formal management/leadership training or significant experience gained within a healthcare setting at a senior level.
Demonstrable experience of setting clear objectives with teams, encouraging personal development and addressing performance management issues.
Proven experience of operating at a board level within a comparable organisation.
Proven experience of leading a team of senior clinicians, including surgeons and anaesthetists, and ensuring effective communication from floor to board.
Proven experience and ability in managing operational performance with tight financial constraints demonstrating effective budget management.
Extensive clinical experience in women’s sexual and reproductive health, including abortion care and contraception provision Knowledge & Skills.
Experience of capacity planning and translating organisation strategy and vision into operational objectives.
Evidence of successfully leading significant organisational change in developing new models of healthcare delivery.
Demonstrate experience of building, maintaining, and utilising successful relationships with all staff especially clinicians within complex organisations.
Experience of delivering abortion care, or other relevant reproductive health service.
Knowledge & Skills
In-depth understanding of abortion law, ethical frameworks, and best practice guidelines.
Understanding of statutory duties under the Medical Profession (Responsible Officers) Regulations.
Strong awareness of NHS structure, clinical governance, and independent healthcare requirements.
Insight into current and emerging reproductive health policy and evidence-based care.
Understanding of health inequalities and strategies to address barriers to access. (Desirable)
